Letter of transmittal to the speaker of the House of Representatives on p. [3] signed: Oliver Wolcott, secretary of the Treasury.

Letter of transmittal to the the secretary of the Treasury on p. 4 signed: John Davis, comptroller.

Folded leaves have title "Abstract of official emoluments and expenditures of the officers of the customs of the United States, transmitted to the comptroller of the Treasury, conformably to an act of Congress, passed February 14th, 1795". First folded leaf is printed on both recto and verso and second leaf is printed on recto only. Both are inserted after p. 4.
