Written in 1986 and delivered before the University of New Orleans Symposium on Neutrality, this paper was published with a Postscript in the Winter 1992 issue of the Mercer Law Review, whose editors noted that it provided an important historical background to the Iraq-Iran War necessary for analyzing the first U.S. war against Iraq.
