In his Pragmatic Sanction of 554, the emperor Justinian decreed, among other things, that the state was to continue to provide, as it had under Theoderic the Ostrogoth, salaries for teachers of grammar, rhetoric, medicine and law, 'so that young men schooled in the liberal arts might flourish in the service of the state'.
