1883-1885 have caption title: Letter from the secretary of war transmitting a letter from chief of ordnance [etc.]

"Series discontinued, the last volume printed being that for 1918. A letter of transmittal for the 1919 report was printed as House document 242, 66th Congress, 1st session, in v. 33, serial no. 7644, but the volume of Tests of metals for 1919 was never published."
